CDPAP Application Guide - Tips to Help You Navigate the Process
Consumer Directed Personal Assistance Program (CDPAP) is a New York State Medicaid program that gives people with chronic illness or physical disabilities the freedom to choose (hire and supervise) their preferred caregivers. The program recognizes the enhanced health benefits of having someone you trust, such as a friend or family member, care for you.
As long as you qualify for CDPAP, an adult family member or friend can care for you and get paid by Medicaid. The only people ineligible for CDPAP home care positions are spouses and parents (except parents of disabled children aged 21+). The requirements for eligibility include Medicaid enrolment, the need for home care services, and the ability to direct own care. In addition, you must also be at least 18 years of age.

Gathering Required Documentation
One of the eligibility requirements for CDPAP is your need for continuing home care. This requires submitting your health and care needs information for approval, mainly a physician's order. You also need your personal information. This includes your identification documents, medical records, proof of Medicaid enrolment, as well as your social security number.
Choosing a Fiscal Intermediary
A fiscal intermediary (FI) is an agency that liaises with Medicaid to pay consumer-directed personal assistants. The agency is responsible for processing caregivers' wages and benefits and maintaining their records while complying with the relevant labor laws. However, its responsibility is limited to processing payments. You (the consumer) set the scope of work, including hiring, training, and managing the caregiver.
