CDPAP and the changes ahead

You may have heard rumors or seen articles about changes to the New York State CDPAP program. Are you concerned or worried about an interruption to your services? In this blog post, we will explain the processes that have taken place and what changes you can expect.

 

CDPAP (Consumer Directed Personal Care Program) is a Medicaid program by NY State Department of Health in which the consumer who is enrolled in a fiscal intermediary directs their own care. The consumer is responsible for recruiting, hiring, training, supervising and terminating their caregivers (personal assistant) and the fiscal intermediary compensates the caregiver for the hours worked.

 

In December 2019, the NY State Department of Health required that all fiscal intermediaries submit a RFO (Request for Offers) that were then evaluated to see which fiscal intermediaries would continue to be allowed to operate.

 

The NY State Department of Health  has since awarded these fiscal intermediaries contracts per county. Only these entities will be able to continue to offer services in those counties.

 

No changes have yet been implemented as a second round of approvals will take place by the NY Comptroller.

 

Elite Choice has been awarded as a Lead FI in all 62 counties of NY State. This means that all consumers enrolled in the CDPAP program under Elite Choice will continue to receive their services with no changes or interruptions.

 

If you are a consumer, do not fear. Any FI that wants to voluntarily cease operations must send you 45 days notice during which you can enrol with a new fiscal intermediary.

 

If your FI is not on the above list, you may want to start researching other fiscal intermediaries now and learn your rights as a consumer.

 

Are you concerned that your fiscal intermediary may need to cease operations? Ask them if they have been awarded a contract by the NY Department of Health.
